Japan to raise Fukushima crisis level to worst

The Japanese government's nuclear safety agency has decided to raise the crisis level of the Fukushima Daiichi power plant accident from 5 to 7, the worst on the international scale.

The Nuclear and Industrial Safety Agency made the decision on Monday. It says the damaged facilities have been releasing a massive amount of radioactive substances, which are posing a threat to human health and the environment over a wide area.

The agency used the International Nuclear and Radiological Event Scale, or INES, to gauge the level. The scale was designed by an international group of experts to indicate the significance of nuclear events with ratings of 0 to 7.

On March 18th, one week after the massive quake, the agency declared the Fukushima trouble a level 5 incident, the same as the accident at Three Mile Island in the United States in 1979.

Level 7 has formerly only been applied to the Chernobyl accident in the former Soviet Union in 1986 when hundreds of thousands of terabecquerels of radioactive iodine-131 were released into the air. One terabecquerel is one trillion becquerels.

The agency believes the cumulative amount from the Fukushima plant is less than that from Chernobyl.

Officials from the agency and the Nuclear Safety Commission will hold a news conference on Tuesday morning to explain the change of evaluation.

Autoridades evacuam Fukushima e emitem alerta de "tsunami"

Três horas após o terramoto que fez estremecer o Japão na província de Ibaraki, as autoridades deram alerta de "tsunami" e recomendaram a evacuação da central nuclear de Fukushima e das populações próximas da região mais afectada.
No seguimento do sismo sentido esta manhã no Japão, as autoridades já emitiram um alerta de “tsunami” e deram ordem de evacuação das populações que habitam a área mais próxima da zona do incidente também dos trabalhadores da central nuclear de Fukushima.

O terramoto aconteceu às 17h16 (hora local), com epicentro a dez quilómetros de profundidade na província de Fukushima, onde alcançou o grau 6 na escala japonesa que termina em 7. Esta escala foca-se mais no alcance do sismo que na intensidade.

Segundo a TEPCO, empresa que detém a central de Fukushima, foram interrompidos os trabalhos de arrefecimento dos reactores da central devido ao terramoto. Após o sismo, a Agência Meteorológica emitiu um alerta de tsunami na província de Ibaraki para ondas até dois metros. As províncias de Miyagi, Fukushima e Chiba foram alertadas para ondas de apenas um Metro.

No último mês registaram-se 28 mil mortos ou desaparecidos no Japão como resultado dos consecutivos sismos e do tsunami de que o Japão tem sido vítima.

Abalo de 7,1 na escala de Richter abalou o nordeste do país. Exactamente um mês após o primeiro, outro sismo abalou hoje o Japão.
O Japão registou a 11 de Março o mais violento sismo da sua história, seguido de um tsunami devastador de que resultaram prejuízos económicos avultados. O violento sismo teve magnitude 8,9 e causou a destruição no país e danos graves em algumas centrais nucleares, nomeadamente Fukushima, o caso mais emblemático.

Menos de um mês após o terramoto e tsunami de 11 de Março, o Japão voltou a ser atingido por um sismo dia 7 de Abril, com magnitude 7,4 na escala de Richter. O abalo ocorreu na mesma zona do sismo do passado dia 11 de Março.

Na última meia hora o país voltou a sentir outro sismo, de magnitude 7,1 na escala de Richter. Ainda não são conhecidos pormenores sobre este sismo e se provocou estragos.

Over the last fortnight I've made a deeply troubling discovery. The anti-nuclear movement to which I once belonged has misled the world about the impacts of radiation on human health. The claims we have made are ungrounded in science, unsupportable when challenged, and wildly wrong. We have done other people, and ourselves, a terrible disservice.

I began to see the extent of the problem after a debate last week with Helen Caldicott. Dr Caldicott is the world's foremost anti-nuclear campaigner. She has received 21 honorary degrees and scores of awards, and was nominated for a Nobel peace prize. Like other greens, I was in awe of her. In the debate she made some striking statements about the dangers of radiation. So I did what anyone faced with questionable scientific claims should do: I asked for the sources. Caldicott's response has profoundly shaken me.

First she sent me nine documents: newspaper articles, press releases and an advertisement. None were scientific publications; none contained sources for the claims she had made. But one of the press releases referred to a report by the US National Academy of Sciences, which she urged me to read. I have now done so – all 423 pages. It supports none of the statements I questioned; in fact it strongly contradicts her claims about the health effects of radiation.

I pressed her further and she gave me a series of answers that made my heart sink – in most cases they referred to publications which had little or no scientific standing, which did not support her claims or which contradicted them. (I have posted our correspondence, and my sources, on my website.) I have just read her book Nuclear Power Is Not the Answer. The scarcity of references to scientific papers and the abundance of unsourced claims it contains amaze me.

For the last 25 years anti-nuclear campaigners have been racking up the figures for deaths and diseases caused by the Chernobyl disaster, and parading deformed babies like a medieval circus. They now claim 985,000 people have been killed by Chernobyl, and that it will continue to slaughter people for generations to come. These claims are false.

The UN Scientific Committee on the Effects of Atomic Radiation (Unscear) is the equivalent of the Intergovernmental Panel on Climate Change. Like the IPCC, it calls on the world's leading scientists to assess thousands of papers and produce an overview. Here is what it says about the impacts of Chernobyl.

Of the workers who tried to contain the emergency at Chernobyl, 134 suffered acute radiation syndrome; 28 died soon afterwards. Nineteen others died later, but generally not from diseases associated with radiation. The remaining 87 have suffered other complications, including four cases of solid cancer and two of leukaemia.

In the rest of the population there have been 6,848 cases of thyroid cancer among young children – arising "almost entirely" from the Soviet Union's failure to prevent people from drinking milk contaminated with iodine 131. Otherwise "there has been no persuasive evidence of any other health effect in the general population that can be attributed to radiation exposure". People living in the countries affected today "need not live in fear of serious health consequences from the Chernobyl accident".

Caldicott told me that Unscear's work on Chernobyl is "a total cover-up". Though I have pressed her to explain, she has yet to produce a shred of evidence for this contention.

In a column last week, the Guardian's environment editor, John Vidal, angrily denounced my position on nuclear power. On a visit to Ukraine in 2006, he saw "deformed and genetically mutated babies in the wards … adolescents with stunted growth and dwarf torsos; foetuses without thighs or fingers". What he did not see was evidence that these were linked to the Chernobyl disaster.

Professor Gerry Thomas, who worked on the health effects of Chernobyl for Unscear, tells me there is "absolutely no evidence" for an increase in birth defects. The National Academy paper Dr Caldicott urged me to read came to similar conclusions. It found that radiation-induced mutation in sperm and eggs is such a small risk "that it has not been detected in humans, even in thoroughly studied irradiated populations such as those of Hiroshima and Nagasaki".

Like Vidal and many others, Caldicott pointed me to a book which claims that 985,000 people have died as a result of the disaster. Translated from Russian and published by the Annals of the New York Academy of Sciences, this is the only document that looks scientific and appears to support the wild claims made by greens about Chernobyl.

A devastating review in the journal Radiation Protection Dosimetry points out that the book achieves this figure by the remarkable method of assuming that all increased deaths from a wide range of diseases – including many which have no known association with radiation – were caused by the Chernobyl accident. There is no basis for this assumption, not least because screening in many countries improved dramatically after the disaster and, since 1986, there have been massive changes in the former eastern bloc. The study makes no attempt to correlate exposure to radiation with the incidence of disease.

Its publication seems to have arisen from a confusion about whether Annals was a book publisher or a scientific journal. The academy has given me this statement: "In no sense did Annals of the New York Academy of Sciences or the New York Academy of Sciences commission this work; nor by its publication do we intend to independently validate the claims made in the translation or in the original publications cited in the work. The translated volume has not been peer reviewed by the New York Academy of Sciences, or by anyone else."

Failing to provide sources, refuting data with anecdote, cherry-picking studies, scorning the scientific consensus, invoking a cover-up to explain it: all this is horribly familiar. These are the habits of climate-change deniers, against which the green movement has struggled valiantly, calling science to its aid. It is distressing to discover that when the facts don't suit them, members of this movement resort to the follies they have denounced.

We have a duty to base our judgments on the best available information. This is not only because we owe it to other people to represent the issues fairly, but also because we owe it to ourselves not to squander our lives on fairytales. A great wrong has been done by this movement. We must put it right.

Euro Coal-Coal prices rise on German utility demand

LONDON, April 4 (Reuters) - European coal futures prices were pushed up on Monday as strong demand from Germany's power sector drove the market, traders said.

The API2 2012 coal futures contract rose around $1.60 per tonne from its opening to $134.85 per tonne at 0220 GMT, its highest level since the peak of the financial crisis in late 2008, although the contract retreated back towards $134 a tonne later in the afternoon.

Since the German government ordered seven nuclear reactors to be switched off in March in a policy u-turn following the Japanese nuclear crisis, utilities have relied on increasing coal power generation to make up for the lost nuclear capacity.

German power prices for baseload (24 hours) delivery in 2012 rose as high as 60.75 euros per megawatt-hour (MWh) on Monday, their highest level since November 2008.

"German demand for physical coal has been pretty strong in the past week as the big utilities are ramping up coal power generation, and this has fed into the far end of the curve as the market expects stronger German coal demand in coming years to make up for lost nuclear capacity," one coal trader said.

The rise also led to a turn-around in technical sentiment, as the moving average convergence-divergence (MACD) signals crossed, implying a bullish market sentiment.

Traders said that front-month Brent crude prices rising above $119.50 per barrel had also helped fuel the coal market.

Further at the front of the curve coal prices were also up, with the API 2 May contract trading at $131 a tonne, up around one dollar.

NEW ARA CONTRACT LAUNCHED

Also Monday, globalCOAL brokerage launched a new European coal contract for delivery to the European Amsterdam-Rotterdam-Antwerp (ARA) hub.

The move is a reaction to the steadily dropping calorific value of common coals like South Africa and Colombia, and some European firms pressing for a lower calorific value contract.

"DAP ARA is priced on a 6,000 kcal/kg basis just like our current DES ARA contract - but the minimum allowable calorific value has been set at 5,750 instead of 5,850", globalCOAL said in a statement.

"In addition, we've lowered minimum (initial deformation temperature) IDT for Colombian, Russian and US origin coals, increased maximum total moisture for Colombian coal, and increased maximum ash for Colombian and US coals," the brokers said. At the same locations, results of beta-gamma contamination measurements ranged from 0.09 to 0.46 megabecquerel per square metre.

Publicidade..Um novo terremoto de 6,5 graus na escala Richter atingiu o Japão neste domingo (27) e colocou o país novamente em alerta para a possibilidade de tsunami. O abalo ocorreu às 7h24 do horário local (19h24 no horário de Brasília) e seu epicentro foi localizado na costa da província de Miyagi, uma das mais afetadas pelo terremoto de 9 graus do último dia 11 de março.

A Agência Meteorológica Japonesa emitiu um alerta de tsunami de 50 centímetros para o litoral de Miyagi.

No litoral de Ishinomaki, o tremor teve intensidade 5 na escala japonesa de 7 graus, enquanto a maior parte do litoral da província de Miyagi teve nível 4.

Radiação 10 milhões de vezes acima do limite em Fukushima

Voltaram a disparar os níveis de radioactividade na central nuclear de Fukushima, seriamente danificada após o sismo e o tsunami de dia 11. A água no interior das instalações apresenta valores 10 milhões de vezes acima do limite de segurança.

De acordo com a companhia eléctrica Tokyo Electric Power Co (Tepco), foram detectados valores de 1.000 milissieverts/hora em água que se crê estar a sair do reactor 2 da central de Fukushima. «Elevados níveis de césio e de outras substâncias foram também detectados, o que não costuma acontecer na água do reactor. Existe uma elevada possibilidade de danos nas varetas de combustível», indicou um responsável da empresa que opera a central.

Este domingo, e devido ao aumento da radioactividade, não está a ser desenvolvido qualquer trabalho nas instalações danificadas.

Entretanto, o Governo nipónico, que criticou a Tepco por falta de informação e por possível negligência no caso de dois trabalhadores que ficaram feridos esta semana, garante que o nível de radioactividade medido no ar baixou.

As Nações Unidas, por seu turno, indicam que a crise nuclear japonesa poderá prolongar-se ainda por «vários meses», e que os seus efeitos são por agora difíceis de apurar.

Mar tem nível de radiação 1.250 vezes acima do aceitável no Japão

O Japão anunciou neste sábado (26), que o nível de iodo radioativo no mar perto da usina nuclear de Fukushima está 1.250 vezes acima do limite aceitável. O temor de novos vazamentos de material radioativo nos reatores danificados pelo terremoto também segue no país.

Esta grande quantidade de iodo agrava o risco de contaminação alimentar. O primeiro-ministro japonês, Naoto Kan, disse na sexta que a situação em Fukushima continua “imprevisível". A Agência de Segurança Nuclear japonesa afirmou que a radioatividade encontrada no mar será diluída com as marés.

Mais de 10 mil pessoas foram mortas e 17.500 continuam desaparecidas em consequência do desastre, de acordo com a polícia. Estes números foram ofuscados pela possibilidade de uma destruição catastrófica da usina nuclear.

O governo japonês estimulou dezenas de milhares de pessoas vivendo num raio de 20 a 30 quilômetros de Fukushima a se retirarem, mas garantiu que não está ampliando a área isolada de 20 km.

A China disse que níveis de radiação excessivamente altos foram detectados em dois viajantes japoneses que chegaram ao seu território.

Alta contaminação

Mais de 700 engenheiros vêm trabalhando em turnos o dia todo para estabilizar os seis reatores do complexo, mas se retiraram de alguns setores quando três trabalhadores que substituíam um cabo no reator 3 foram expostos a uma alta contaminação na quinta-feira, informaram as autoridades.

Dois foram levados ao hospital com possíveis queimaduras de radiação depois que água radioativa penetrou em suas botas.
"A água contaminada tinha 10 mil vezes o grau de radiação que seria encontrado em água circulando de um reator operando normalmente", disse um funcionário.
