No site do invest aparecem com yield acima de 3%... está desatualizado?

Verifico que as obrigações da Caisse des dépôts et consignations têm uma taxa de juro interessante. Gostaria que os entendidos me explicassem se há diferença de risco entre estas obrigações e da República Francesa. Em caso afirmativo, se consideram que é de facto um investimento de risco.
