"Ever since UPS managers made comments in a German newspaper (Die Welt, September 30) about UPS (potentially) being interested in TNT, speculation has been mounting," says Broekhuizen. UPS later denied making such comments. TNT couldn't be reached for additional comment Wednesday.

"I don't see the Dutch State being enthusiastic about a venture capitalist taking a stake in the post activities," he says. "The State wants to guarantee the interests of the postal market," analyst adds. But sees possible scenario in which state can hold its stake in postal activities and that TNT's express and logistics units are sold to third party, such as United Parcel Service (UPS).
