E no entanto a estratégia, seja em que campo de actividade for, não é uma coisa linear, que decorre da utilização de "ferramentas" apenas de um modo operacional.
É uma realidade complexa, semovente, com objectivos que têm dimensão política e eles prórios, objecto de rivalidade de múltiplos interesses de entidades de dimensão política.
A estratégia está para além da táctica, por mais abrangente na ponderação da actividade e criatividade humana.
Muitas vezes confundimos a dimensão da estratégia com simples métodos para a acção.
De resto, julgo que quando aqui se fala de estratégia, apenas nos estamos a referir a meras metodologias para a acção.
Associar estratégias a processos "ferramentais" é reducionista do conceito que caraceriza a estratégia.
sun tzu, clausevitz, ratzel, celerier, mackinder, mahan,e mais uns quantos estrátegos, disseram sobre isso, e fundamentalmente, falaram sobre a geopolítica, a origem, desta linha de pensamento com a qual se pretende ordenar a melhor utilização do potencial de uma determinada entidade política da cena internacional, sejam elas estados-nação, ou outras entidades marcantes nesse ambiente, como por exemplo, a Igreja, a ONU, a OTAN, as organizacões e tratados comercias, as ONG, associacões de dimensão política....and so on.
Agora inverter tudo isto como um dia ouvi ao treinador do guimarães....que a uma pergunta sobre o modo como ia encarar um certo jogo respondeu;- Para o jogo de amanhã a estratégia da minha táctica......ora isto ainda é pior do que as visões estratégicas de um bombeiro de mangueira na mão a apagar as labaredas do fogo... enfim..

Escrito no Sec. VI esta obra prima da estratégia ainda hoje é utilizada tanto nos negócios como no campo militar.
