PARIS, Feb 1 (Reuters) - EU antitrust chief Neelie Kroes has reproached the French government in a letter to French Finance Minister Herve Gaymard for not complying with all the terms of a July 2004 decision approving state aid for engineering group Alstom (ALSO.PA: Quote, Profile, Research) , French newspaper Les Echos said on Tuesday.
Alstom, which makes cruise ships and France's high-speed TGV trains, in July won final approval from the European Commission for a multi-billion euro, state-backed rescue plan.
But the meeting of several conditions are still in question including the demand that France opens up its rail market, the newspaper said.
Kroes warned Gaymard that she might shortly propose to the European commissioners that formal proceedings be taken against France over the matter, the newspaper said.
Alstom's rivals also could file a formal complaint at any time for failing to respect the agreements negotiated last year by former Finance Minister Nicolas Sarkozy, the newspaper said Kroes wrote.
